State regulators have dramatically expanded a key incentive for rooftop solar, over the objections of investor-owned utilities including San Diego Gas & Electric.
The decision expands the cap on a program allowing solar customers to offset much of their electricity bills with credits for the energy they generate. Known as “net-energy metering,” the program has helped propel the proliferation of rooftop solar panels as price-support incentives are phased out.
