The Smart Grid City project in Boulder Colorado hasn’t even died and the inquest has already begun. And it’s no wonder. The Xcel project has missed its completion date and costs have already overrun by 300 percent to a whopping $44.5 million. That’s a good sized “pilot” project for a city with a population of around 100,000. Now the Colorado Public Utilities Commission is determining who will pay for the overruns – ratepayers or Xcel shareholders.
