When Paul Kalv learned the city was awarded a multimillion-dollar federal grant to improve its electric utility, he shed a tear of joy.

When Kalv, the city’s utility director, later found out that the city’s planned improvements were lauded as some of best in the country, it served as confirmation of what he already knew – the city’s utility was headed in the right direction.
